Yeah, this seems strange to me. So you're saying the dealer updated the map twice per year? That's excessive and st*pid. I'm afraid they may have done the same for mine... I will be going in to speak to them.
Maybe I'm wrong, but I think you do not understand the Audi map update rules. For new cars, you are eligible to download just the first 5 updates for free. Updates are issued twice a year. Whether you download a map update or not is up to you, but it is a "use it or lose it" proposition--even if you didn't previously download a single update, the last free update you can download is the 5th that was released after you bought your car. So if you purchased a new A4 in early 2017, you cannot download the latest update ("2020") for free, and you must purchase it from the dealer. Map updates list for about $250. In my case, I can still download the last free update ("2019/2020") for my 2017 A4, which was built in March and picked up at the dealer in May 2017. If I want the 2020 update, I will have to fork over some cash.

Dealers are not going to update the map unless you pay them to. As the poster above me said, the system doesn't keep track of whether you update the map or not - you get the next 5 maps after ... some milestone, probably the car in-service date, and then if you want more you have to buy them through the dealer.
Just bought my car used in June and had never done the map update. I checked the MMI, and it was still running the original maps that came on the car (2015/2016). However, it would only allow me to update to 2018/2019. It tells me “You can buy up-to-date maps from your Audi partner.” for the 2020 update. I downloaded and installed the 2018/2019 update last night over USB with no issues, but why wouldn’t it let me get the 2020 update if the car was still on the original maps?
Doesn't really bother me all that much anyway as I use Waze with CarPlay 95% of the time anyway.
Where are you even going to see these options? These aren't what I see at all when I log into MyAudi.
Nevermind, I see you have to click on "Audi Connect Services and Key User Registration".

I have a Q5 but reading this thread to learn about the map updates. I get that if you log in to MyAudi you only get the first five updates free. But there has to be someone out there who downloads and then posts on thepiratebay or something each map so that we can download it from an alternative source after the freebie maps are over, right? There's no way myaudi.com is the only source for maps in 2020.
There are a few posts scattered through the forums, but someone has written that there is a software coded limit in the actual car map unit. So no matter where the maps come from, the car will not recognize it: https://www.audiworld.com/forums/aud.../#post25401076
If someone has been successful otherwise, please let us know. In 6 months I believe my vehicle will have aged out, so I will be verifying this myself provided I can get the maps.
