That's what I figured. In my case, it doesn't seem to be working with a moving vehicle. I damned near ran into a moving truck in front of me trying to test the system. I had to stomp on the brakes to avoid hitting it. No alerts, no graphics, no auto braking, nada. Brake Guard is set to on in the MMI.
Others have said the ACC does not have to be on for Pre Sense Plus Brake Guard to work. (ACC works fine, including braking to a stop).
I'm at a loss at this point. Looks like I'll have to get it checked out at service.

Not experienced by any means (still looking to buy the right A6), but this video from AudiofAmerica seems to indicate that the Pre Sense Plus does detect stopped vehicles. Not clear though if your vehicle should have been following this front vehicle to detect that it is now stopped, and then the Pre sense plus kicks in.

It WILL stop for stationary vehicles, but you have to be damn close. Because it's hard to distinguish what's a wall or what's a car, and you might be turning. It will recognize the object is a car if it's 1mph. You'll notice ACC will not work if the object in front of you is stationary. Please do not try to test it out, but it does work. It's only meant for last resort.
