Radio Volume Randomly Goes to Zero When Starting Car

When I shut down the car and restart it later, the radio volume is at Zero. It’s not muted, it’s at zero and will stay that way until I turn it up.
The dealer answer was to hand me a TSB that says this is normal so that the radio doesn’t blast and startle me when I restart the car. (I assume this saves on upholstery cleaning.) The TSB also indicates that it just lowers the volume (not zero it) and then returns it to the shut-off level quickly. That’s not what happens. It goes to zero and stays there. Sometimes it operates as the TSB describes. It’s all random.
Has anyone experienced this and found a fix?

Haven't found a fix, but ours does the same...oddly, it also is not consistent, but no know variables to predict it's behavior. We just chalked it up among some other temperamental technology in this car. With our car being recoded to keep Auto Start/Stop permanently off, I'm not interested in a reflash. We are just living with it.

It is as stupid as BMW not having an off button for climate control. If it is a high setting (for example level 5), you have to hit the fan lower button 5 times to shut it off. An absolutely stupid design.

Perfectly put and almost the identical words which my wife has uttered about this/her car. BTW, she named it "Prince", as it decides how to behave (electronically) seemingly on a whim.

I have found that, if after starting the car, I wait until the MMI boots up and radio begins to play, that the volume is indeed there and at the same level (I believe) as when I last shut off the car. However, if, after starting the car and while the MMI is booting up, I immediately put the car into reverse, the radio is silent. It's a slight software glitch. If you wait until the MMI boots up and the radio begins to play, and then shift into reverse, all is well (from there the radio volume ducks according to the setting in your MMI to allow for back up sensor volume). Hope this is the same in your MY 2016. Let me know.
