Default Rev Limtter ? (sp)

Changed my filter to a K&N and decided I needed to run my engine in park for a little while....let it idle for a while and then starting speeding it up....and it stopped at 3800rpm. I let off the gas and and took it to about 2500 and back up again - stopped at 3800. While it was there I floored it...stayed at 3800.
Is this "normal"?
My 3.2 A4 would rev as high as I dared take it...so I'm thinking this is some new thing in the engine management system?

Any ideas?

It is a new thing and it's in most cars.

It prevents hood damage from flying pistons.

Rev Limiter only applies at Park?
