I have 18" Conti all weather tires. Is that why limiter is set at 130? Can this be changed with new tires? There is way more left in the car. What up?

I believe that has to do with liability in the US. In Germany, there is a gentleman's agreement between all the car manufacturers (except Porsche) to limit their cars to 155 mph to discourage excessive speeding and racing on the Autobahn.
The unlimited top speed is likely somewhere north of 165 mph ...

Tires play part in it but they don't limit the cars because of it. I believe it has something to do with US insurance laws. I would make sure I had tires suitable for high speeds and a safe place to do it before trying anything. I'm not sure about the speed rating on the Conti all seasons but I believe it is relatively high.

No more limiter and I suppose no more warranty. Oh well... I just hate being protected from myself. It's sad because the car is rock solid and not even breathing hard at 130.

I read reviews that said the limiter was set according to the speed rating of the tires supplied. There is nothing that is limited by insurance in the US, my C6 Corvette would do better than 150 and was rated at 194 with Z rated tires. Conti AS I believe are limited to <130.
