If being a "performance oriented vehicle" means intended for competition, I think turbo lag or throttle tip-in lag would be of little concern. The rev's are usually way up there at start and the cars rarely (if ever) stop and take off once they are off the start line. It is basically "pedal to the metal" all the time. Not saying this makes sense for street cars (where luxury is the driver's real concern, not performance), but maybe BMW wants to be that "pure" when it comes to their reputation. Just a thought.
Or, maybe their engineering sucks - lol

Its sounds minor, but it winds up being a huge annoyance bordering on a safety issue.

When I was shopping for my next car, I paid particular attention to this issue which was one reason I chose the A6 over a 535. I find there to be no throttle tip-in lag with my Audi. Furthermore, if I drop the gear selector into Sport mode, it is even more responsive.
I also chose the Audi A6 3.0 over the 535xi in great part to my displeasure with BMW's turbo-lag. Not an easy decision after owning BMW's for the last 25 years. After driving the A6 for 11,000 miles I must say I made the right decision. No turbo-lag at all, and also no mandatory run flat tires on my Audi. Wow , did I hate those tires on my '05 545i BMW.
