The difference is the 40 vs. 35 sidewall height...

...due to the shorter sidewall height of a 35 series 255 width tire compared to a 40 series 255 width tire, the rim must be wider to fit properly. Go up to a 50 series tire with a 255 width and you can probably go as narrow as a 7.5" wheel.

Both specify 8.5" minimum for every 255 tire I've checked. ...

You're right about the trend, though, the 255/45 does have an 8" minimum.
