SKC = Secret Key Code
Go to ROss Tech's website for more info, but here is the short version. If your car is equipped with the immobilizer (which your 2002 has) then you will need the SKC to "unlock" some of the programming features. In the past, you could obtain the SKC by simply calling the dealer and giving them your VIN.
However, the systems at the dealerships have changed now, and even the dealers themselves do not see the SKC. They need to hook up the car to their setup, which then communicates with the factory to reprogram the car. The dealer never sees the SKC.
