I have been unable to find a reference requiring a new head. The service manuals simply provide the procedure for installing a new camshaft. It is also generally commonly known that new lifters are required with a new camshaft. If you choose to go with a used head and use the camshaft from the used head, make sure you use the same lifters matched to the same cam lobes when you install them in your head.

the cam caps are drilled to the head. if they are damaged you can replace them.

but you are right, you can just replace the cams and lifters, just be careful with those caps!
