Air Grill Blanked Off

Has anyone any idea why the grill adjacent to the fog light is blanked off? There is a "cover" over this grill, and it looks like it was heat-welded on, meaning the nubs have been hit with a heating iron, and thus "riveted" on.
Now I'm wondering why doesn't Audi allow air to get through those grills, thus helping keep things cool. Not that my engine ever gets hot, but I guess more cooling air in Florida is not a bad thing.
Anyone have any idea if I can remove the blank, and allow the air go through?

The front grille is designed to pull air into the radiator and then down under the engine. The area between the bumper and the radiator is a tunnel, there are blanks to keep air from hitting the radiator and diverting toward the fenders. If you removed the grille backs all it would do is allow air to flow into the fender wells, if you removed the dams next to the radiator I think you would notice a decrease in the cooling.
