Air intake?

I just noticed something odd about the air intake above the rad. It doesn't take in air! With the engine running and the fan on full, this intake doesn't take in any air at all. I put my hand over it, no suction. It doesn't suck in my breath in the chilly air.
So if the engine doesn't take it from there, where does it take it from? And what is that intake for if it's not for the engine or blower? Maybe it's a redundant thing (like the 3rd fan?) or it's only used for non-idle variable intake manifold conditions.

but if you have someone blip the throttle, it'll try to suck your hand in the snorkel. I (in a fit of divine intelligence) did that, had a friend give it a dose of heavy throttle. You would've thought that the car came alive and tried to swallow my arm.

A buddy of mine used to be a diesel mechanic and watched a guy lose a hand into the turbocharger of a semi in exactly that manner!
