What do you mean by "finish the turbo off"?
I am not driving it after noticing the problem and have not started it again after the couple trouble test runs. You mean, if i try to drive the car, I would blow out the turbos???

Power should be well off normal. Don't run it too long if possible, as you can foul the cats - and that is expensive - in addition to the turbos.
If it is the turbo(s), then it is best to replace both at the same time, as the engine has to be removed anyway. Dealer/factory time to R&R an engine is around 13 hours FYI.

I'd be more concerned at this point about fouling cats in addition to the turbo problem.

In the old days, oily smoke could mean anything (usually bad valves), but the catalyst will burn smaller amounts of oil.
To get oil at the tailpipe, you would need to be sending a LOT of oil out the exhaust. Blown turbo would do that.
I'm no expert, but I would think you could blow a turbo quickly and not hear it "dying" along the way.
Either way, you are going to need a diagnosis from a pro. Good luck

Yes, that's the question I should be asking right! How much am I looking at to get this running again? Seems like I got a bad start on 2004 already!...

If the turbos themselves are bad, I think you would certainly hear some bad noises and not build boost.
I would start by checking the fuse that powers the air injection pump, then check for voltage at the pump if the fuse is ok. I think it always kicks on at start up.
As for troubleshooting the turbos, I can't help you there other than look for appropriate boost levels and listen for strange noises.
