Braking from high speed, front-end wiggle in steering wheel?

Irritating because it's not rock solid, but not really that bad.
About 12,000 miles ago, dealer replaced the front rotors which we/they thought might be causing a shimmy/wiggle on high speed (95/90mph) braking on the A6/2.7TQMS. They did not replace pads as far as I could tell from work order.
Recent new tires on car (same Dunlop SP9000s) with good balancing for about 1,500 miles and have noticed the same shimmy/wiggle on high speed braking.
Anyone suffered same problem - solution?
Is it possible rears are warped too....as the shimmy never went away totally even after rotors replaced?
Car is stable at high speed travel with minute shimmy at between 70-80mph felt in steering wheel only. Disappears 85-100.

I had the same issue in my S6 and the dealer replaced the rotors and pads. No problem with braking anymore, but now I think the gas peddle vibrates at high speeds, not sure if it's the car or the award-winning Massachusetts highways. We won the award for the worst roads in the country.
