Yes. Effectiveness may be negatively impacted though. Not common to see traps in the rain however.

Not with 100% accuracy - that is what would get it thrown out in court.

Default you will almost never get anything thrown out of court on a speeding ticket over a technicality
the reason they don't shoot radar in the rain is that they don't want to get wet

Default Its rare that I ever see speed traps set up in the rain.
The guys are human after all and who the heck wants to get soaked giving out a ticket, not to mention the increased danger of being hit by some clod with 5 year old wiper blades.

Have never seen one. Been told that rain attenuates the radar signal.
