They don't even crack the hood or look under the car...all they do is plug in the OBDII slot and read it.
Of course if your car is burbling and crackling with loud exhausts and whining supercharger belts they 'might' be interested enough to do a physical examination and at least look for cats.

I would say "not legal" starts at the moment when you are fully aware of faulty cat and begin to tamper either with aniti-foulers or "creatively setting readiness" But that's just matter of person individual conscience. ![Smile](https://www.audiworld.com/forums/images/smilies/smile.gif)

As for whether you are polluting by other definitions, any time the car is running it is polluting. The difference between a CEL on or off for efficiency can be incremental compared to what actually comes out the tailpipe.

True enough in most cases. But that does not make it legal. It's still against the federal emissions laws even if the probability of getting caught is low.
