Dashboard/Crossbar Recall and Instrument Cluster Failure

My friend just had her 2000 A6 2.8Q in for the recall to "Install Plastic Cover On Driver's Side Support on Crossmember and Apply Felt to the Left Crossmember End." "Audi has found that, under rare circumstances, physical contact of a driver's side dashboard structure element could cause abrasion of a wiring harness resulting in an electrical short..." When she picked up the car, the instrument cluster would not work. I have an A4 and don't know how/if the wiring involved in the recall could affect the instrument cluster. It sounds fishy that they're working in the dash and the instrument cluster fails. They claim that it's a coincidence. And based on my search of the AW A6Form, the instrument cluster failure is pretty common. She's pretty upset - the car is out of warranty (she got it in Oct 1999 but only has 35K mi on it) and it will be ~$900 to install the new cluster (parts and labor). Any help out there?

Sounds like someone has created a short or has damaged. A call to AoA is needed ASAP. Document with NHTSA as well---I would mention that to AoA just to light a fire if they were not going to repair this. Awful coincidence.
