Emissions - can I pass with one incomplete monitor on 2000 model in Virginia?
I have reset the DTCs on 2000 A6.
Then drove the car for about 2 days and about 80 miles..
All the monitors came back with status Passed.
Except one: Catalyst monitoring: Failed or Incomplete
I need to do emissions ASAP.
Is acceptable to have one monitor: Failed or incomplete on 2000 model in Virginia?
Is there anything else I can do...

Looks like you should be good to go:
"If more than two of the monitored systems are found to be "not ready" for 1996 to 2000 model year vehicles, or more than one monitored system is found to be "not ready" for 2001 and later model year vehicles, the vehicle is rejected from testing at no charge and the vehicle must be operated until the monitors have had a chance to run and the system is ready to test."

I was recently repeatedly rejected on my wife's 2002 Mercedes ML for even one monitor not ready. Long story, but they left the gas cap off, failed the car for other reasons, forgot to put the cap on, so I cleared the code and we were off to the "not ready" races. I tried arguing exactly the above (even had the printout) but he wouldn't budge--it's automatic.
Recommend 1-2 steady drives on near-level road at ~50 mph. If you're in N.Va, I finally succeeded on the airport Toll Road late in the evening after just a few miles. Car needs to be cold, and warm up, but it takes the steady moderate load to get the catalyst one. Pulling hills doesn't work. Can't promise the Audi computer works the same way, but I'll bet it's similar.
If you have a code-checker you can take it along and wait for the green light. If not, consider buying one--don't use it often, but it's sure handy when you need it.

I assume those are 2 diferent status?
