EPC still on, I've replaced ECU, throttle pedal, throttle body...keep getting code 18047

Default EPC still on, I've replaced ECU, throttle pedal, throttle body...keep getting code 18047

18047 - Accelerator Position Sensor 2 (G185): Implausible Signal
Think there is a shorted out wire between the ecu and the pedal, or between the ecu and the throttle body?
I ran a test with a scan tool, I'm getting full range with both the pedal sensors. But at the throttle body I'm only getting 32.5% throttle...anyone have any ideas? I'm going to check the wires tomorrow...

Default thorttle body adaptation?
