Got a 17748 : Cam vs Crank Sensor not correlating - I'm stumped down to last option. Suggestions ?

2.7T runs very rough after having head gasket replaced, and heads cleaned.
Group 93 shows Bank 1 Phase = 17~25kW, while Bank 2 Phase = 2kW
Did the group 94 test, failed on Bank 1.
So I :
- Checked the Cam/Chain (links between teeth are correct, sprockets exactly aligned at TDC)
- Redid the T-Belt
- Replaced the Bank 1 Cam Pos Sensor
- Swapped the Bank 1 vs Bank 2 Cam Tensioner solenoid
=> No change in symptoms
Only thing I can think of left is to replace the entire Tensioner assembly - seems higly unlikely.
Any other suggestions ?

Left the cam sprockets bolt loose & untorqued while re-installing the belt. Pre-Tensioned it correctly, torqued and then cranked it to see if it still lined up. Verified the Cam alignment marks. It was/is perfect.
Swapping tensioners ? I'll check - it's unlikely the shop doing the heads could have done that. But I'll check.
