Grinding, whining, engine noise. Don't think it's Secondary Air Injection Pump. Any ideas?
A quick background. I orginally posted on <a href="https://forums.audiworld.com/a6/msgs/752317.phtml">a metal scraping noise</a> from the front of my engine. I took it to a VW dealer where they told me it was the power steering pump. I took it to a cheaper place that I've dealt with before to have the pump replaced and the noise totally disappeared. They also told me the power steering pump is fine. I was aggravated, but happy there was no problem and they didn't charge me for diagnosis.
Fast forward to now. The noise is back and not with the goes away after a minute or two sound that could be the SAIP (according to what I've read on the forums). It's a whining, scraping, grinding, pretty horrible noise that the car makes while idling and ESPECIALLY when driving at low speeds (very whiney). My wife brought it to the mechanic today and said the noise isn't that bad, but I'm just hoping I get some sort of diagnosis today.
Based on what I'm describing, anyone have any ideas what it could be?
Here are two new videos I took of the new sounds. Notice how it gets louder as I rev the engine, but almost disappears when I reach around 3500/4000 rpm:

Don't know if it's related, but my car has been throwing this code for months now with the CEL coming on because of it every month or so:

The mechanic says it's the drive belt tensioner (the bearings specifically). They're going to replace them. He'll tell me when he removes engine cover and such whether the serpentine belt should be replaced.
I replaced the belt a little under 2 years ago. They don't wear out that fast, correct? If he comes back and says it needs to be replaced, I want to make sure I won't get taken for a ride.
