Headlight Adjustment in VCDS

...and yes, I did search first. I read through the procedure here: http://wiki.ross-tech.com/wiki/index..._Light)#Coding
and I keep getting ERROR in both Group 1 and Group 2. My HUD for the headlight adjusment symbol is illuminated all the time and there is a fault for headlights needing adjusted. I checked and the coding is correct for my car. Just don't know what to try next.

Yes it's attached, and when I look at the readings it says about 4.5volts for front sensors and 1.9v for rear...but no matter what I do to try and adjust them according to ross tech directions, it says "ERROR" in both fields. The warning light in the dash is really annoying.
