Help! - Wheel bolt cap removal tool

I have a 2001 4.2 with Sport. So it has 1 of those 5 spokes wheels, of which the mounting bolts have grayish plastic covers. These annoying little caps need to be removed to get to the bolts to facilitate taking off the wheels. I have looked everywhere and can't find the tool to do it. I assume there is a tool because it's a PAIN to pop them off with a blade screwdriver. Where is the tool and what does it look like?

It lives wiht the jack tools. It is easy to miss. It kind of sits in the middle of the styrafoam carriar, on top of the tow eye bolt if I am not mistaken. It is a thin strip of black plastic that is in the shape of a U. It is about four inches long. It looks way to flimsy to pull off the caps, yet it does a fantastic job of it.
