I have a 98 2.8Q and one problem I ran into was that the brake pedal did not immediately release and return to full-up position when I took my foot off. This turned out to be sticktion at the seal where the plastic tube that surrounds the brake linkage (rod that connects master cylinder to pedal) passes through the firewall into the vacume booster. The grease in this seal seems to dry out or wear away and the plastic tube no longer slides freely.
I tried lubing the plastic tube but that proved to be a very temporary fix. Since this is a design issue (bad engineering), I couldn't see buying another booster as the problem would eventually return. The final solution was to remove the existing seal and replace it with a flexible rubber boot. This was a bit of a hack that took some tinkering to get right but it solved the problem and has been reliable for a couple of years now.
