Logic behind having snowflake icon disappear at +22 F and lower?

Default Snowflake from +5C to -5C = 41F to 23F. So off at 22F.

I wonder if the black ice knows to turn off at -5C?

Default Yes, it does

As I said further down, black ice is formed by condensation in the air freezing to the road. At low enough temperatures, nearly all of the moisture in the air has already condensed out, so there is not enough left to freeze on the road.
