my 2.8 only has 1 rear fog, the 2nd fog has no bulb or harness? any links to adding a 2nd bulb?

Rear fogs are meant to be used when the visibility falls to less than 50 yards. One fog light (on the driver's side) is used to differentiate it from brake lights.
The Audi has to fog light bezels for two reasons:
To look symetrical from the outside; and
to allow for a fog light installation for right hand drive vehicles (UK etc)
On 2002 vehicles an up SOLD IN THE US ONLY, Audi put in two fog lights because it was cheaper to do that than explain to the ignorant masses that one light really wasn't burned out.....
Two fogs will get you a traffic ticket in Europe....

"Two fogs will get you a traffic ticket in Europe"? I am in England (part of the European community apparently)and probably 80% of all cars here have 2 foglights as part of the manufacturers standard specification.

Fair comment except for your last line. There is no law in Europe against having two fog lights and many cars sold in Europe have two. Indeed the MY02 changes to the A6 in the UK put two lights instead of one.
When used correctly it does not matter if you have one or two as they will not blind a following driver. Used inappropriately and even one will be a pain. At least on an Audi it is conscious decision to switch it on each time. Many cars sold here have a seperate switch and people forget to switch it off.

Obeservations from the south east US
I live in an area that has fog about twice a year and heavy fog about...never. Yet, I see rear fogs on Mercedes, Audis, Saabs, and other Euro cars all the time. Very distracting.

Yeah, it doesn't matter how many fogs you have if you don't use them in poor visibility.
I got a call last week from my wife who was driving in a snow storm in Southern CT. She is normally very calm and together, but it seemed that the purpose of her call was to repeatedly ask me WTF was wrong with people that they didn't have their lights on in near-whiteout conditions. Fortunately, she arrived home without an accident or a heart attack.
