First, I hope ou do know that they only run when your lights are on.
Second, you must hold the washer control back for several seconds. The windshield jets spray for a few seconds before the headlight washers engage.
If they still do not work, the next thing to ask is if there is any signs of a leak. The stock pump for the headlight washers are mounted to the side of the tank, about 1/3 the way up from the bottom. They are known to crack and leak, in which case you cannot fill the washer resevoir without is leaking out the cracked pump and onto your garage floor/driveway. If you see some fluid leaking just forward of the front left wheel, bingo, your washer pump has cracked. BTW, since you still have 1/3 of the tank filled, you won't get the low washer "volcano" warning light.
If there are no leaks, there is an electrical connection that might have come loose for the pump itself, but I highly doubt it since the connectors are pretty tight fittings.
I can't think of anything else, but I'm sure there are other components between he reservoir and the washer jets that might have failed as well. The pump is just a common one.
Here is a link to how to remove the tank if you want to inspect it for these things. This Tech Aticle for an S4, but the steps are essentially the same:

Headlight washer pump replacement

I've found that when the reservoir gets low enough the windshield will get cleaned but the headlight sprayers will not function...just something to check...
