Default I tried industrial/aeronautical/NASA double-sided tape and that didn't even work.

No wonder why the dang tiles fall off the Space Shuttle. My problem isn't as bad as yours. Let me know what solution works for you.

Default It looks like it's installed incorrectly

New liners are not expensive (~$40) if you need to replace it. If what I'm looking at is the front of the well...the liner should be inside the fender metal.

Default I have to agree the liner is not installed correctly....

Screws need to be removed and liner needs to be pushed behind the fender lip. There is one small tab that should come on the outside and be secured to the fender with a screw. No glue needed.
