Is this normal, in-dash volt gauge seem dagerously high?

right before I took this photo it was in the middle and it dropped a tiny bit as i snapped the photo.

I thought the same recently after swapping alternators. I thought anything above the white line signified 15v+, but after measuring at the battery terminal, that' only about a 14.4/5.
