Yup. VAG-COM (the full version, not the cheapie ebay stuff) required.
Most states do not require all eight readiness code for a "pass". Usually six is OK on a first test, seven on a retest. My sister-in-law has seen catalyst efficiency codes for four years. Every year I reset her CEL and force readiness on the other seven areas before she takes the car in for inspection. She passes every year.

Does the cable determine how much ill be able to do? or is all of the potential in the software?
I ask cause im not sure what setup to get from ross tech for my situation, i dont want overkill but i dont want to short myself in buying this VAG-COM either.

It's the cable. The software is standard...even for cables that at knock offs. The Ross Tech cables contain a "dongle" type key that unlocks features. Also, different cables can be used to do more with newer cars (CAN BUS, etc). Best bet is to call or email them with your needs. I just buy the cable with most features figuring that I'll use them all eventually.
