OBDII problem, went for a new sticker and the computer cannot communicate with the OBDII.

went to the dealer and they said that they have to charge me $115 just to diagnose the problem even if it is something thats covered!
How can I reset this unit so it can communicate and just go to an inspection station for a sticker?
