Default Oil in Sparkplug access cavity - 99 A6 Avant 2.8 V6

During recent plug change I noticed oil ( about 1 teaspoon worth) in the access cavities to the plugs for #1 and 2# plugs. All other access cavities dry.
Is the likely culprit a leaking valve cover seal at those two locations or something else ?
Appreciate any good advice. Thanks.
