All these lead to fairly noticable differences in ride/handling/performance between different tires, in different conditions. I'm sure you'd notice the change if you swap tires, keeping dimensions the same.

Are you wondering why someone would want to know if a particular brand of tire in a certain size (let's say 235/45/17) would fit on their car vs another brand in the same size. If that's you question then the answer is that, due to differences in construction and the exact points of measurement, two different brands or models of the same marked size tire are actually not the same size. The widest point may be in a different place (higher or lower on the sidewall) so that one might rub but another will not.
If you are asking why two different models of tires of the same size would perform differently, one could write volumes on that topic. Rubber compounds, tread designs, casing designs, reinforcing materials, etc. etc. etc.
