Default Q about upper control arms installation-Do I need to pre-load the wheel during tightening?

I heard that the car needs to sit on its own wheels not on a lift when tightening the bolts of control arm bushing end to mounting bracket. Is this true and what's the correct procedure? Thanks in advance.

Don't believe it's neccessary for the uppers. I think it's more important to do that to the lowers.

I usually jack the arms close to the position that they will be in when the car is on the ground. At that point I torque the bolts down.
