Scanguage shows fluctuating water temp

So I recently purchased a 2.7t allroad and am going through routine maintenance. I noticed that my water temp on the dash never goes to full vertical, but remains just slightly to the left of it. My 1.8T A4 never behaved like this, so I moved the scangauge over and it constantly shows a fluctuating temp- it'll show 100-105 for a few seconds, then the actual temp for a few seconds (went up to about 188).
The gauge on the dash never fluctuates, it remains steady just to the left of middle.
This continues to happen even after I replaced the temp sensor on the back of the passenger head... anyone have any idea what might be happening?

It looks like group 001 shows ECM coolant temp, while 003 shows dashboard temp... I'll do some logging on those to see what's going on.
FWIW, 001 shows about 88 C when warmed up, so hopefully the ECU is at least seeing the correct temp.

that was my guess, i think the gauge display is just giving a crap reading from an erroneous signal. the ECU seems to be reading everything correctly internally

Another interesting tidbit... I dug around some more and found that the wiring to the after run sensor had been hacked up and redone badly. I pulled a loose wire out and ran the scangauge again, but nothing changed.
I wonder if the scangauge is picking up a crap signal from the after-run sensor? I assume that if so it would stop seeing a value after the wire was pulled, but perhaps not. I also don't see a reason for the ECU to need input from the after run sensor, but who knows.
my dash temp gauge and vcds all seem to say the same thing (all is normal), it's just the stupid scangauge throwing me off. Probably never should have connected it in the first place...
