Cars with brake lights out are another pet peeve. People are clueless about their cars. (rant)
I taught a 2-Saturday mornings course on "auto maintenance basics and road-side safety" to a bunch of 16-year-olds last Spring. Two other dads and I taught it to a bunch of H.S. sophomores.
It was amazing to see the cluelessness level of these kids. Toughest, most macho guys, driving SUV's and pickups, without a clue how to check coolant, oil, ATF, find the jack, lower the spare, change a tire, any of that stuff. Implied to me that the parents didn't know, either, or were totally irresponsible, else they would have taught the kids.

This is the downside of today's low-maintenance cars
people take it to the next level of no-maintenance cars. And service depts., which should be picking up the slack, don't sweat the details.
