SKC code from dealer. How to get them?

I believe the manufacturer has to provide the service free or provide the tools to do it - thus the requirement to provide a service manual through Bentley, etc. Not being a lawyer, I don't see how they can legally conceal essential service information from you.
Seems to me that AoA must provide you with the code upon request or provide any related service free. I.e. if you want to put in another ECU and need the code to swap it, AoA should provide the code or do the swap gratis.

4 digit is the real code used by the immobilizer and is generated from that ID.
7 digit is "encrypted" with the date and dealer code such that it's single day use by official VAG equipment. VagCom can reuse it knowing the date and dealer code used for generation.
I "heard" that newest VAG systems never even show the tech the 7-digit code, so you *may* not really be getting the runaround....
