i have a same problem but only on the passanger side (over 65mph wiper are worthless)

on 02+ models, the center part of the wiper that is metal gets cold and accumulates snow and ice around it. You'll get streaks each passes until it melts (meaning full bore front defroster most of the time).

Interstate driving is even more irritating.
