Tires (not asking for preferences/recs)

Just a question after getting new tires put o(conti had huge inner sidewall blowout) ..... no wheel weights before but there after new tires installed?

There could be a slight bend in wheel not visible. Also, tires normally have a chalk/ink mark on them when new that you align with the valve stem. I've noticed this on most of the performance tires I've purchased. A tire shop told me you are supposed to align the mark with the valve stem and that gives the best balance. I don't know if that is true or if that guy just believes that. Not all tires are going to balance the same anyway.

Tires are not perfectly round.
