I do a lot of winter driving so I am leaning towards the stock 16"ers (with all weather tires) which I like, but I prefer the looks of the 17" wheel (with performance tires) and I am not going to replace the wheels during the winter.

Unfortunately, you can't have it both ways. If forced I would choose the 17"s year round and give up a little snow performance. Even though the wheels are wider you can fit snow tires on a 17" rim.

My $.02 here. I'd go with the 16's if you aren't swapping tires between seasons. The 16 tires in an all-season tire should give you better snow traction as they are a bit narrower. The 17's would tend to plow the snow a bit more instead of biting through it I think.
