i just had my first service work done on my car. on the invoice, the work done includes "rotate tires". however, my tires were not rotated (i can tell because of a small scratch on one wheel). could this be because i have only 3500mi on my car? at what mileage should tires be rotated?

I recently had the 5000 mile initial service and the dealer said they no longer recomend tire rotation. I suggested that I would be happy to rotate tires more frequently than their 10,000 mile intervals as I have air tools at home but they emphasised that the balance of the car is altered in rotation and the new recomendation from my dealer is to have your tires balanced once a year.
