wont boost past 10 psi, way down on power please help!!

Wouldn't a misfire throw on an engine code?

Totally agree - really do need to come at these problems with all the data you can find. In my case, i saw from my VAGCOM that the air/fuel side of the equation seemed ok (air mass, o2 etc in range) but boost and spark advance were dialing down. Still dont know exactly what was going on but suspect that old plugs and coils were just worn enough to prevent proper spark.
