I am sure this was asked before, but I missed it.
Can I upgrade my '01' 4.2 fog lamps to a true xeon blub?
If yes, how much and where can I purchase?

You can not simply change to a xenon (HID) bulb because the HID bulbs require much more than 12 volts in order to work. The ballast, that someone else mentioned, converts the 12vdc from your cars electrical system to the voltage required to start and then opperate the HID bulb. If anyone tells you that they have an HID/xenon light bulb that will work in a standard headlight they are lying. Except, there are incandecent bulbs that use xenon as their inert fill gas (to keep the tungsten filament from vaporizing or burning). These bulbs may honestly be called xenon filled but they are not anything like the "xenon" headlights that come on cars. The xenons that you are looking for should probably more correctly be called High Intensity Discharge (HID) since that is the principle behind them.

Most "Xenon bulbs" aren't really HID lamps.
And even if you did have them, I don't think you (or the oncoming cars) would like the different coverage pattern. Foglamps should be directed more downward.
