2006 Audi A6 3.2 Fuel Problem

I have a 2006 Audi A6 3.2 with the following issue:
012403 - Fuel Pump Circuit
P3073 - 007 - Electrical Malfunction - Intermittent

- I found a blown 20Amp fuse in the passenger side fuse panel for the Electric Fuel Pump.
After testing it with my meter there is a direct short in this circuit that will continue blowing fuses.
I measured across the connector of the fuel pump in the tank and it measured 0 ohms which I assumed was a shorted fuel pump.
I just replaced the fuel pump with a new one and have the same results.
Now I am finally thinking it may be the fuel pump control unit module that is mounted with a big pigtail connector next to the fuel pump.
Any help or advice would be appreciated.

Woops Sorry...
I found a blown 20Amp fuse in the passenger side fuse panel for the Electric Fuel Pump.
After testing it with my meter there is a direct short in this circuit that will continue blowing fuses.
I measured across the connector of the fuel pump in the tank and it measured 0 ohms which I assumed was a shorted fuel pump.
I just replaced the fuel pump with a new one and have the same results.
