Help - Driver's Side Ballast

Ok, I have an HID bulb out on the driver's side. Based on swapping around bulbs and ignitors I am willing to bet I have a ballast problem. But I recognize that I may also have an insulation problem on all the wiring in the headlamp.
Has anyone replaced the driver's side ballast or know the process. I watched the Edge Motors video for the passenger side but do not see anyway of replicating that for the driver side ballast.
Can i get to it from underneath?
Or, am I pulling the bumper? If so, does this give me access? or do I have to also remove the light?

Remove the belly pan and go in from underneath. For the screws towards the rear I taped a 1/4" swivel joint for stiffness on a long extension. On the driver's side a little bit of wiggling clears the A/C lines.
Patience, but not a big deal.

Just remove the bumper. Bought used ballast from ebay for $30. And i had the same rotting wire insulations issue. Went to home depot and bought liquid electrical tape, and painted with it all exposed wires inside both headlights.
