No high beam flash to pass

No high beam flash to pass
Been reading about some of the features in the posts but have two questions about the 06 A6 Avant I just picked up.
1) No flash to pass. I'm new to bi-xenons. Low and high beams work, but no flash to pass. I know it takes a little time for xenons to settle in, so do the high beam xenons come on when you pull the lever? Or am I looking at replacing the signal light lever and switch (just had to do that on my 03 to get the 4-way flashers working) or is there another relay somewhere?
2) What are the two straps attached to the forward fenders when you pop the hood? I know there must be a logical reason they are there, but I sure can't come up with one.
Have seen the thread about the wipers jogging on park and noticed that. Any other little surprises that I should know about until I can read the manuals?

My 2006 sedan had it and so does my 2008 sedan and both had Bi-Xenons, I cannot believe the Avants are different. Every Audi I have had since the 80's have had it. Your 2005 must have flash to pass. If it does not, something is broken.

Well, the local Audi dealer was of no help. They said it was a problem with the shutters. DUH! Wonder why the shutters work when you push the lever and not when you pull it? The service advisor was priceless - maybe it's the coding. Unless they only work with ROW and not in US, the coding is correct on my car. I was hoping a relay, but I'm concerned it might be the actual signal light switch. That failed on my 03 A6 and the only thing that didn't work was the 4-way flashers. Everything else worked fine. I'll check with my independent hopefully this week.
