Removing driver side lower dash

Apologies in advance if this is already been posted. iPhone search is challenging.
I'm having trouble removing the lower driver side in the bolster.
I can get everything loose except for the panel closest to the console at the very top. I can't tell if it's screwed or clipped and I'm concerned that I'll break the panel if I pull.

Per the Bentley Repair Manual, there are three screws to remove: (2) on the left (door) side [one at the top, and one at the bottom], and (1) screw on the bottom right side (closest to console). Here are the exact steps from the Manual:
- Remove lower driver side instrument panel cover screws - arrows - .
- Grip driver side lower instrument panel cover by top edge and pull back.
- Unclip diagnostic connector T16 .
- Disconnect electrical connectors.
- Remove driver side lower instrument panel cover.
Installation is reverse of these steps. The tightening torque listed is 3 N-m for each screw.

- Unclip diagnostic connector T16 .
