Replaced fresh air fan but fan seems under powered

My local dealer replaced my fresh air fan, when I picked it up today it was blowing air but it not blowing out air as much as before the old fan died. Any suggestions?

No codes were coming up, the fan sounds loud but air flow seems minimal.
Edit- OK, now I'm stumped. This morning the fan seems to be working so much better. It shouldn't have needed any break-in time, should it?
Edit #2 The fan seems to start strong but you can feel the airflow decrease to a soft breeze. The confusing part is the fan sounds just as loud as when it's blasting out air. I'm at a loss.

As your car comes to your preset temp I would expect the air flow to decrease if you have it set on Auto.
On the other hand, I have the same issue you do, and the fan dies off even when the car is not at pre-set temp. As I don't live in an area that gets particularly hot or cold I am going to punt on fixing until colder weather starts in October.

So I brought the car back to the dealer and they were able to replicate the problem. Whenever the car goes into recirculation there is a flap that closes blocking airflow. They did basic diagnostics but called saying they were going to have to spend more time and money to troubleshoot. I asked for the car back because it was over a week and I wasn't giving them 1 cent more.
I am getting this error code now 01087 - Basic Setting Not Performed Not sure what to do here.

I have recirculation off but it seems to turn itself back on. When the airflow stops if I press the econ button AC shuts off and then blows air through normally.
