Turn signal doesn't work: hazard relay or stalk?

Hello all. I'm trying to figure out whether I should be replacing the relay (easy) or the turn signal stalk (not so easy).
Here are the symptoms: hazards work fine. Engaging the left or right turn lever does not activate the turn signals. However, if I pull back on the high beam while the lever is in the left (down) or right (up) position, the signal turns on (even blinks).
Does the fact that I can get the turn signals to work by pulling on the lever indicate that the problem is with the stalk assembly? Or would the replacement of the hazard/relay potentially fix the problem?
