I always get that "Button Inactive" message every time I press the voice command button on my steering wheel so today I decided to test drive my new VAGCOM. I went to:
[Select]
[46 - Cent. Conv.]
[Coding - 07]

I tried to change from the default which is 0010900 to 0010970 (US English)
It errored out with the message - "Coding rejected, Error 31 Request out of range"
Funny thing is, it accepted the 0010920 code for (English UK) though the button didn't activate still. Does anyone know what I'm doing wrong here?

With that failed, I went on to try activating - opening/ closing windows and sunroof via remote...well here I'm not exactly sure what numbers to enter in the Software coding box - see attached pic. ...so just simple math. Sorry, no help on the voice button. Changing to US code worked fine on the B8 S5/A5

Check in VAG COM that your telephone module doesn't have phone voice control coded (voice control must be 0 there if you have the full SDS enabled elsewhere otherwise they apparently clash).

This A5 VAG COM page has some related information, A5 works pretty much the same as A6 in this regard (same components).
