Default Winter tires vs. All-seasons for cold conditions?

Although we live in a cold climate, it doesn't snow that much. And when it does, the snow removal is fairly prompt. So I am wondering if it makes sense for me to get all season tires over winter tires as replacements for my 19" summer performance tires.

What are the advantages of winter tires over all-season tires in mostly cold weather? And do these advantages greatly increase in slightly wet conditions or with an inch of snow?

Thanks

Not knowing where you are, I don't know whether you get snow, etc. and if you are planning on going with an all-season tire on your factory rims for year round use? The argument there is that you don't mess with another set of winter rims/tires etc. If you are in the south where winters are mild, maybe that makes sense.

For north of Mason/Dixon (that's kind of old fashioned, huh), a winter wheel package makes sense. In the long run winter packages aren't as expensive as you might think, since you are extending the life of your summer tires, and keeping your nice factory rims free of salt and other winter wear and tear.
